how can one test for alkali without using litmus paper or unversal indicator :?:

You could use a ph meter which im guessing wont be allowed. you could use other indicators such as bromothymol blue... you could make your own indicator from grinding red cabbage and meths... Our you could add sodium hydrogen carbonate which will poroduce C02 if an acid is present, lack of this indicates a neutral or basic substance.
In Physical Chemistry experiments must be reproducible, they should fail the same way each time
