Redox Application for making a cold sterilization solution

I am looking for a chemical expert who would know how to incorporate the redox process into a specific formula containing surfactants which would result in a liquid cold sterilization solution which is stable up to 30 days, non-toxic, biodegradeable, and effective at killing all spores within a matter of 10 hours or less.
If someone has information that would point me in the right direction, I would greatly appreciate it.
