Is Magnesium carbonate+Hydrogen Sulfate written as MgCO3+HSO4=MgSO4+H2CO3.Is this balanced?

You can always check if it's balanced by balancing it here: http://www.webqc.org/balance.php
There is one mistake in your equation: Hydrogen Sulfate is H2SO4, and this will be a balanced reaction:
MgCO3+H2SO4=MgSO4+H2CO3
