Level Enthalpy Concept

When propane burns in oxygen, it produces carbon dioxide and water. Why do chemists ignore oxygen when calculating enthalpy change?
Breaking the bonds in oxygen is necessary for it to react with propane. Doesn’t this process require energy?

It is the result of Hess law

Elements have 0 kJ/mol, so oxygen has.
