I dont think so. It is a salt with crystal water.

I think it is truly a comlex, just like CuSO4. Because Ni is a fourth-period element and its ion has empty atomic orbitals. Thus it may form a coordination bond with the lone pair of oxygen electrons.

CuSO4 is none, but [Cu(H2O)4]SO4 x H2O is one
