how to copper electroless plate on hard-anodized aluminum?

Aluminum is damaged by alkaly bath so i have to use the acid or neutral bath.
I want to use neutral bath and I tried many times, but i couldn't because it is hard-anodized aluminum.
I used this.
CuSO4 (main metal source)
NaH2PO2 H2O (reducing agent)
C6H5Na3O7 2H2O, NH4Cl (complex agent)
NiSO4 6H2O (catalyser for the oxidation of the reducing agent)
NH4OH (adjust pH to neutral)

Give me some advice plz

I would use Formaldehyd based electroless copper. 2 g/l Cu, 20 ml/l HCHO 28%. 4-6 g/l NaOH , EDTA Complex agent 10 g/l and Stabilizer 0,1 ml/l
