PVC itself is not soluble in water, and therefore may not present health hazard by itself.

At the same time, any polymer always contains some other small molecules as plasticizers, stabilizers, residual catalysts etc. These small molecules may leach into water or food and therefore may present health hazards.
There are many studies regarding public safety of PVC. In the US, for example, PVC pipes are very common and economical alternative to copper.
