Adhesion of adhesives and lacquers to UV-coatings

I would like to ask why to UV-coatings (radical and cationic curable), the adhesives and lacquers (water- and solvent-based) have poor adhesion?

I tried to raise the polarity of the UV-coatings by adding acrylic acid, but the adhesion of adhesives and lacquers to the UV-coatings does not improve.
Even to "pure" UV-coating, obtained only from Trimethylolpropane trimethacrylate + photoinitiator (without any other additives), the adhesion of adhesives and lacquers is again too poor.

Is there any explanation for this rather strange for me phenomenon?
