Chlorine with Ferrous

I am reacting chlorine with ferrous chloride, iron oxide, hydrochloric acid to form ferric chloride. I have made a slight recipe change with a new hcl stream that I know contains some Fluoride. Is fluoride know to inhibit the reaction of chlorine with iron??
If not what other element may I be missing that could be inhibiting the reaction??
