Ibuprofen is a lipophilic carboxylic acid. It will form a sodium salt in sodium hydroxide solution. Using an excess of sodium hydroxide however does not improve the solubility however but rather decreases the solubility.
This is caused by the common ion effect. The solubility product which is the limiting factor for solubility is a function of the total sodium ion concentration. Ibuprofen is more likely to be soluble in a stoichiometric amount of sodium hydroxide in water.
