Production of Fe2O3

How would you produce rust in an electrolytic cell? I know you would have to oxidize the iron, so you would have an iron electrode, and something less reactive than iron as the cathode. What electrolyte and at what molarity should be used, what type of cathode, what voltage, and what current density should be used to make the cell most efficient?
