The latter cannot!
1)MnO2+4HCl=MnCl2+Cl2 (H2SO4 is regarded as a kind of catalyst.)
2)NaCl+H2SO4=Na2SO4+HCl

NO Read it correctly.
1.1) HCl + H2SO4 + MnO2
2) NaCl + H2SO4 + MnO2
Both mixtures contain MnO2, so Chlorine will be developed in both cases.

Sorry, I made a mistake. The latter is "4NaCl + MnO2 + 2H2SO4 = Cl2 + Na2SO4 + MnCl2 + 2H2O"
