Hello,
Is it possible to electroplate steel on steel (not stainless) without it oxidizing and turning into a giant pile of rust? The electroplating will take a few hours, and I find steel much less expensive, so I'm wondering if it will work. I know it's a strange question, but thanks!

No,
First steel is a alloy, what means a mixture of different elements mainly iron.
Second iron is because of the redoxpotential not possible to plate.
Electrically only Fe 3+ + e- = > Fe 2+ takes place.
