Urea will decompose because of low pH to Ammonia and carbondioxide.

When urea is added to solution including phosphorus acid (pH of solution < 7), will it be decomposed into nh3 and co2 compeletely or a part in order to neutralize acid?

I mean urea will be decomposed completely or just a part enough to neutralize acid? Because in solution then, amount of acid is just a little.
