This question is really vague. Interesting how exactly it’s written in your book.
Lithium phosphate is probably meant to be Li₃PO₄, not hydrogen phosphates Li₂HPO₄ and LiH₂PO₄
Li₃PO₄ is very poorly soluble in water, 0.034 gram lithium phosphate per 100 mL

It may neutralize dichromate that is an acidic salt to chromate like any base would do but the reaction will be hindered by poor solubility.

Li₃PO₄ + (NH₄)₂Cr₂O₇ + H₂O = (NH₄)₂CrO₄ + Li₂CrO₄ + Li₂HPO₄

The color will change from orange (dichromate) to yellow (chromate).
