This question is really vague. Interesting how exactly it’s written in your book.
Lithium phosphate is probably meant to be Li3PO4, not hydrogen phosphates Li2HPO4 and LiH2PO4
Li3PO4 is very poorly soluble in water, 0.034 gram lithium phosphate per 100 mL

It may neutralize dichromate that is an acidic salt to chromate like any base would do but the reaction will be hindered by poor solubility.

Li3PO4 + (NH4)2Cr2O7 + H2O = (NH4)2CrO4 + Li2CrO4 + Li2HPO4

The color will change from orange (dichromate) to yellow (chromate).
