help please!!! I am WAY confused!

I need some help with these questions: what forms (positively charged, negatively charged or neutral) is a carboxylic acid and an amine if they were dissolved in neutral water.

The other is to draw the mechanism for the synthesis of an amine from an alkyl chloride.

My instructor is asking questions of material we have NOT covered. I have looked all over the internet and still not able to figure these out. this is SUPPOSED to be a 100 level course but is teaching it as if it were a level 400 or higher. I am so confused I could just cry!
