Any obstacle in making a O/W cutting fluid by way that the largest quantity of water being put off?

How is the correct way on white oil emulsification as O/W but most of the water mix is to be deferred later by indefinite amount of time (when water is added, it just becomes exactly the same as the mixture done at once)?

Step 3: Enhance the oil/water interface and slow down the rate of agglomeration using thickeners and stabilizers
Step 4: Use a high shear mixer at the right temperature
