You have to combine NaOH and Cl2 Chlorine.
This can be obtained by electrolysis of NaCl. Need good stirring.
2NaCl + 2 H2O => H2( cat.) + Cl2 (anode) + 2 NaOH
2 NaOH + Cl2 => NaOCl + NaCl + H2O

As far as I know the chemical reaction will have the formula as: NaClO + 2HCl —> NaCl + Cl2 + H20

That is a total different thing. That is a method to develop chlorine.
