Why boric acid is added to water vapor when removing hcl and cl2?

What is whole procedure? Boris acid is solid,how to add to water vapour.

It is used in the chloride mechanism to produce titanium dioxide.

The company used this in Czech republic. It´s very interesting, but i dont know, why they used there.

I mean, write down the whole proces or give a link where we can read the process.
In the literature I cannot find to use boric acid.
