In word equations, what does "in solution" tell you to do in the symbol equation?
(for reference, the whole sentence is "In solution, copper (II) bromide reacts with sodium phosphate to produce sodium bromide and solid
copper (II) phosphate.)
Does that mean that the copper (II) bromide is aqueous? Or all the reactants are aqueous?

No it means you have to dissolve the compound in water first. If it is a powder and dry no reaction will take place, only both are dissolved in water and then mixed the reaction will happen.
