Coagulant-floculant problems

Hello, I have problem with coagulant which I'm using in our ETP.
We are using this coagulant: Aluminum Chloride Hydroxide Sulphate, dimethylamine- Epichlorohydrin Copolymer.
First one is with 15-30 % (w/w)
Second one 5-12 % (w/w)
Specific gravity = 1.025 (T = 298K)
ph = 1.8 - 2.8
Viscosity 10-30 cps (T= 293K)
Physical state - liquid
The pH of waste water is between 9.0 - 11.5.
We are using CO2 for neutralize the pH environment.
Dimensions of the vertical precipitator are: radius = 1.25 meters, height = 5 meters. The waste water goes to urban sewerage through perforated tubes, which are situated at a distance of 4.50 meters from the bottom of the vertical precipitator. Waste waters are from dyeing. My problem is that sludge which is formatted from coagulation process is going to perforated tubes( somehow), and I'm searching for solution to prevent this action. Any opinions and help will be appreciated.
