It is not chiral. To be chiral the C atom needs 4 different substituents. In this case we have H, CH3 and two times the ring symmetric connected, what means only 3.

Why can't we consider 3,2 as being the same substituents for the 4 respective asymmetric centers ?

Each Chiral C has 4 different substituents. Where do you see they are the same.

What is the problem. Chiralty means 4 different substituent at the C. Its valid to the given last molecule.
