I would react the salt first with sulfuric acid, to get rid of the Chloride.
The remaining Rhodiumsulfate can be electrolysed. Cathode what ever you like. Anode carbon preferred.

All compounds who has lower potential as - 0.029V will work as reducer, what means triiodide will work as oxidiser in this case.
No, it is opposit. 0V is more positive as - 0.029Vie, in combination with hydrogen, the triiodide ion will be a reducing agent...). Am I right?

Maybe you have to do tests and experiments.
One concern is the water free sulfuric acid. It is very hygroscopic and will absorb water from the humidity in the air.

You mean SO3? Sulfur trioxide, Sulfuric anhydride ?
Probably yes. Normal sulfate will convert to disulfate, trisulfate,etc.
