I thought pH of sodium hydroxide was 14 at most. How does it go up in 1 gallon of water? And potassium perm at a pH of 7 does effect the solution?

pH of combined chemicals
I’m struggling figuring out how the water in this affects the pH levels. Can someone please explain the effects. Also what would be the expected total pH?
