Redox Potentials are measured to hydrogen and considered as oxidation.

The question is what you want to do with this water later on. The sulfuric is an technical one and contain impurities, which can disturb further reactions. I would react the salt first with sulfuric acid, to get rid of the Chloride.
The remaining Rhodiumsulfate can be electrolysed. Cathode what ever you like. Anode carbon preferred.

All compounds who has lower potential as - 0.029V will work as reducer, what means triiodide will work as oxidiser in this case.
