Oxygen dichloride. Although technically it's not a "chloride" that is Cl(-). Only fluorine is capable of oxidation of oxygen forming OF2 oxygen difluoride where O is (2+) and F is (1-)
http://en.wikipedia.org/wiki/Oxygen_difluoride

OCl2 has O(2-) and Cl(1+), but I can’t find a reference very quickly.
From this standpoind it would be most proper to call OCl2 as chlorine(1+) oxide rather than oxygen dichloride.
