Al + HClO3 = Al(Cl3)3 + Cl2 + H2O , It is correct?
I need to know if the equation is correct and balance it

Nope. The reaction between Aluminium and Chloric Acid liberates Hydrogen, not Chlorine. Also, is nonsensical.; you dropped an O, so there is no need for water to balance the oxygen.
It is a metal-acid reduction/oxidation.
